Etai Mizrav, PhD is a researcher and consultant specializing in educational policy, inequality, and public policy strategic planning. His comprehensive services include qualitative and quantitative policy research, strategic planning for public agencies, assistance in addressing educator shortages, and conducting equity audits. He has extensive track record in developing and implementing strategic policies and equity-boosting programs nationwide. He holds an MPP from Georgetown University and a PhD in education from George Washington University.

Policy and Education Consultant | Washington D.C 2021 - Present

In Illinois and Michigan, I applied the components approach to develop a state plan for addressing educator shortages. I collaborated with the Joyce Foundation through a grant to support this effort. Additionally, as an Independent Consultant, I advised senior leaders at the Israeli Ministry of Education on developing a national plan to address educator shortages. This involved tasks such as data analysis, auditing existing strategies, and aligning efforts based on data, research, and best practices.

Assistant Teaching Professor | Northeastern University, Arlington, VA **2024-Present

Teach Masters of Public Policy students, focusing on education policy, research methods, and related topics. Leverages expertise in these areas to enrich the educational experience of students, fostering an environment conducive to learning and growth.

Perform education policy and inequality research. Drawing from my extensive background in project leadership and grant applications, I spearhead research initiatives that aim to address educational inequality, alleviate teacher shortages, and promote diversity in the teacher workforce.

Senior Researcher and Consultant | American Institutes for Research (AIR) **2018-2024

My tenure at AIR has involved strategic consultation, leading evaluation projects, and contributing as a subject matter expert in addressing teacher shortages and educational inequality. I've led large-scale evaluations of state efforts to improve access to qualified teachers and teacher evaluation systems. My work also includes authoring nationally recognized tools and briefs, leading grant applications for evaluation projects, and presenting at national conferences on behalf of AIR and the Center on Great Teachers and Leaders (GTL Center).

Manager, Education Policy and Equity | Office of the State Superintendent of Education (OSSE) **2014-2018

In the role of Manager of Policy and Equity at OSSE, I led the design processes for K-12 state education policies. Responsibilities included policy analysis and research, data analysis, policy drafting, and stakeholder engagement. The role required expertise in education policy, qualitative and quantitative analysis, with a specific focus on equity in education, the achievement gap, school segregation, and access to effective teachers.

I oversaw agency-wide efforts to develop long-term state-level policies on human capital. Notably, I authored the DC plan to address inequitable access to excellent educators, which was approved by the US Department of Education. I managed the implementation of the plan strategies, with a focus on recruitment, placement, professional growth, evaluation, retention, and school leadership

In addition, Dr. Mizrav is steadfast in his commitment to equity-he believes deeply that a child’s individual circumstances should not determine his or her outcome, and if educational systems are only supporting certain groups of students and leave others behind, they we are still falling. Dr. Mizrav is a creative thinking who is reliant and persistent. He does not allow apparent obstacles to deter the execution of good ideas.
